Caroline Malcolm is the Head of International Public Policy at Chainalysis Inc. She oversees public policy globally, collaborating with customers from the public and private sectors to better understand changes in digital asset markets and how they connect with global regulatory trends and requirements." Caroline was the founding Director of the OECD's Global Blockchain Policy Centre from 2018 to 2021, where she worked on a variety of blockchain-related policy topics including fintech, competition policy, data governance, and supply chain transparency.

 

In 2019, she co-chaired the Financial Stability Board's decentralized fintech workstream and formed the OECD's Blockchain Expert Policy Advisory Board, which brings together more than 100 professionals from government, industry, academia, and civil society from around the world. Caroline was selected as a judge in the G20 tech sprint hackathon and was recognized as a "Young Global Leader" by the World Economic Forum in 2020.

 

Caroline began her career as a government lawyer in Australia before joining the OECD in 2010 to focus on international tax transparency concerns. She later became the counselor to the OECD's Head of Tax during the OECD/G20 BEPS (Base Erosion and Profit Shifting) Project, and subsequently founded the OECD-UNDP Tax Inspectors Without Borders initiative. Caroline grew more interested in the impact of emerging technologies on policy frameworks during this time, and she conducted the first global research on crypto-currency taxation.
